Community Contracting

The mission of the Office of Community Contracting is to support the Department’s efforts to assure the provision of mental health, developmental, and substance abuse services and supports by community services boards or the behavioral health authority (CSBs) that promote self-determination, empowerment, recovery, resilience, health, and the highest possible level of participation by individuals receiving services in all aspects of community life, including work, school, family, and other meaningful relationships. The Office negotiates and administers performance contracts, authorizes funding of CSBs, monitors the accomplishment of contract objectives and performance and outcome measures and compliance with contract assurances directly and in conjunction with other offices in the Department, analyzes and interprets CSB data, consults on CSB administrative and management issues, interprets policies and procedures, fosters mutual understanding and cooperation between CSBs and the Department, and works with advocacy organizations and stakeholders. The Office accomplishes these responsibilities through advising, consulting with, guiding, and directing, as appropriate, CSB board members, executive directors, and senior management staff as the primary administrative contact in the Department for CSBs.
