The OHEA provides technical support, implementation consultation, interpreter proficiency testing, interpreter evaluation, and QBS training for behavioral health and developmental services organizations who are looking to build or enhance their language services.
The QBS Model & Program were designed by Kaiser Permanente National Diversity & Inclusion and adapted by DBHDS to capitalize on an organization’s existing workforce diversity and ensure qualified linguistic services and culturally competent care at every point of contact.
DBHDS adaptation is specifically designed to build terminology in behavioral health, substance abuse, and developmental services setting and discuss the unique role that bilingual staff may have interpreting in these settings.
This model has been recognized by the Robert Woods Johnson Foundation, the California Endowment, and award winner from the National Committee for Quality Assurance and the Migration Policy Institute. Two hundred bilingual providers and staff have been trained since the program was implemented at DBHDS in 2011. Qualified Bilingual Staff represent a critical link to providing effective communication and quality care to the limited-English proficient (LEP) communities we serve.
Qualified Bilingual Staff Training
The Qualified Bilingual Staff (QBS) training is a core component of the QBS Program. The training targets bilingual, dual role staff and trains them in proper interpreting skills during a behavioral health or developmental disability services encounter. The training is an opportunity for your organization to plan for a more comprehensive approach to language services which can enhance communication and contain costs. This three day training is only for BILINGUAL STAFF working as informal (ad-hoc) interpreters, this is NOT training for professional interpreters. It is open ONLY to bilingual individuals who need to build their skills to support effective communication in mental health, substance use, and developmental disability settings.
Organizations are encouraged to establish complete QBS programs at their organizations.
The QBS model can be a key strategic initiative with the goal of ensuring meaningful access in your organization. The model leverages and invests in internal expertise. In light of health care reform, the diversity nexus, and efforts to ensure health equity, the QBS model is promoting quality standards across the BHDS and making significant contributions to an evolving field of cultural and linguistic competency.
The Office of Cultural and Linguistic Competence provides technical support, implementation consultation, interpreter proficiency testing, interpreter evaluation, and QBS training supported by Kaiser Permanente and other nationally recognized healthcare organizations.
