Mobile Crisis Response

The Department of Behavioral Health and Developmental Services strives to maintain training processes aimed at developing fundamental knowledge and skills necessary for best practices. Statewide training facilitated by instructors and Master Trainers, are essential for the strategic delivery of curricula. Instructors and Master Trainers are critical to the development and expansion of the Mobile Crisis Responder Training.

General Requirements

Mobile Crisis Response providers must:

  • Be licensed by DBHDS as a provider of Outpatient Crisis Stabilization services and be enrolled as a provider with DMAS.
  • Follow all general Medicaid provider requirements specified in Chapter II of the manual.
  • Have an active, DBHDS approved Memorandum of Understanding (MOU) with the regional crisis hubs prior to providing mobile crisis response services. (DMAS Manual Appendix G).
  • Mobile Crisis Response providers that have signed MOU’s with their regional HUB must complete and pass DBHDS required Mobile Crisis Response (MCR) training.

Training Requirements

Mobile Crisis Response providers that have signed MOU’s with their regional HUB must complete and pass DBHDS required Mobile Crisis Response (MCR) training by December 31, 2023. Failure to meet this training deadline will prevent the provider from receiving Medicaid reimbursement for services provided. Every employee who provides MCR must attend the required trainings. Existing MCR providers who have registered for training with their regional HUB and are waiting for their training date or have not yet completed and passed the required MCR training, must do so by December 31, 2023. To allow time for training, existing providers will continue to be reimbursed for services provided up to December 31, 2023, however any mobile crisis response provider who has not completed and passed the required trainings by December 31, 2023 will not be reimbursed for services provided after December 31, 2023. After December 31, 2023, all new hires must complete the required MCR trainings within 90 days of their hire date.

MCR training consists of two full courses, youth and adult, and each course is comprised of 6 modules. Providers who respond to youth only or adult only are not required to take both full courses, however they must attend and pass the course specific to the population served. Providers who respond to both youth and adult populations are required to take one full course (youth or adult) and complete a hybrid course as well. The hybrid course is much shorter and covers the clinical areas specific to each population served. For example, if a provider attends the full youth course, that provider will be required to take a Youth to Adult Hybrid course. The same applies to the opposite as well; a provider taking a full adult course will then need to take the Adult to Youth Hybrid. This will result in the provider fulfilling the requirements to provide MCR services to both youth and adult populations. Only taking 2 hybrid courses is not permitted!

Mobile Crisis Response providers need to contact their regional crisis HUB to register for the trainings. The full course takes 6 full days or 6 weeks (1 module per week) depending on how your regional crisis HUB schedules their trainings. The Youth to Adult hybrid course takes 1.5 days to complete, the Adult to Youth takes 1 full day. The trainings count towards training hours.

As a reminder, this training is mandatory and successful completion is connected to billing and reimbursement. Cameras need to be on and participants need to be engaged in a professional manner. Despite the training being online, approach this training as if you are in person. Please contact your trainer should you need to discuss special accommodations.
