Training

The 2025 Community Provider Trainings Calendar shows Provider education opportunities. Please be advised that dates and times are subject to change. Notification of any change in date or time will be provided by Microsoft Teams Webinar registration.

Certificate eligibility: contact hour certificates are available upon request. Request for certificates are made via the registration. Anyone seeking a certificate will need to register for the session and attend the course on the link provided from their registration.  

Attendees should individually register for the course and attend on the link provided from their registration – including when attending as a group. Certificates are issued to attendees, not as an agency. Please avoid sharing links as it can disrupt attendance verification. 

Please be advised that attending the trainings on a cellular device may limit access and connectivity to the training. 

Timely sign on to the training and attending the full course is required. 

Should a participants’ attendance be unable to be verified, a certificate will not be issued. 

Certificates will be issued within 30 days from the date of the training. *Delays can occur. However, efforts will be made to have the certificates issued within the identified time frame.

Overview of the Human Rights Regulations

Overview for Professionals

This training is designed as an overview for consultive professionals working with individuals and providers who are within the DBHDS service delivery system on regulatory requirements and processes. The information will inform the way non-licensed providers support the rights of individuals including how to report potential violations, approval procedures for restrictive treatment plans and the local human rights process.

Dignity of Risk

This training is designed to educate the learner on the regulatory principles and practices pertaining to an individuals’ Dignity of Risk in service participation. *Registration for this training is limited in attendee capacity, as this is a highly interactive training. Once capacity is reached, the ability to register will be closed. There is not a cancelation or waitlist for the training.

Frequently Asked Questions about Training

Are the training presentations available for viewing? 

Yes. All four of the statewide training presentations are available on the DBHDS YouTube channel.

Are CEUs available for training presentations viewed via the YouTube channel? 

No. CEU certificates are only available to participants attending a live/virtual training presentation by request. 

How does a Provider know who their assigned Regional Advocate is?

What is the stance on “dignity of risk” related to the practice of allowing Individuals to take risks and/or make mistakes so that they may learn from their mistakes? 

Individuals receiving services maintain protection to exercise their legal, civil and human rights (see 12VAC35-115-20). For individuals who maintain legal competency and have not been determined to lack capacity based on an evaluation (see 12VAC35-115-145), this extends to making overall life decisions. Everyone should have the opportunity to learn from their life decisions, regardless of whether those decisions are deemed “good” or “bad.”  

Providers are responsible for ensuring individuals have the information needed to make informed decisions. Providers are also required to maintain a safe and therapeutic service environment for all individuals receiving services and in so doing, may limit an Individual’s rights in the context of service delivery, if done in accordance with the regulations or other applicable law (see 12VAC35-115-50, and 12VAC35-115-100).

Abuse and Neglect – Investigative Review Process (Supplemental Training Video)

Please note that reviewing this training video does not constitute meeting the regulatory or policy requirement of being a trained investigator in totality; nor replaces the need to attend the live web-based Investigating Abuse and Neglect training to obtain the certificate to be considered a trained investigator. This training video is a supplemental resource only and is an informational review of the process regarding investigation of abuse and neglect. Providers may use the video as a supplemental resource after an employee has received the full training, or as an interim solution when the provider staff has registered for the next available live web-based training AND the training session is more than 30 days away.

Local Human Rights Committee (LHRC) & State Human Rights Committee (SHRC) 

All LHRC reviews are specific to the provider who is submitting the LHRC Review Form. LHRC approvals and recommendations do not transfer from one provider to another. Should an individual justifiably require the same or similar supports across multiple different providers, each provider is required to submit their own LHRC Review Form and obtain their own approval, where applicable. Please see 12VAC35-115-270(A)(1)-(5) regarding SHRC and LHRC responsibilities.

Variance Requests 

The State Human Rights Committee considers requests for variances to The Regulations to Assure the Rights of Individuals Receiving Services from Providers Licensed, Funded, or Operated by the Department of Behavioral Health and Developmental Services at its meetings. Please contact your Regional Advocate for assistance with this process.
