Procurement – Becoming a vendor for DBHDS

Procurement using eVA

DBHDS consists of a Central Office, 12 facilities, and 40 Community Services Boards (CSBs). The goods and services that allow these entities to operate are obtained through the DBHDS procurement office, located at 1220 Bank Street in Richmond, Virginia 23218. Procurement procedures are determined by the Code of Virginia, the Commonwealth Agency Procurement and Supply Property Manual, Vendors Manual, and department instructions.

SWaM (Small, Women-owned, and Minority-owned) Certification and Vendor Diversity

DBHDS supports small businesses and diverse vendors and encourages them to participate in our procurement opportunities. We recommend that eligible businesses obtain SWaM (Small, Women-owned, and Minority-owned) certification, along with other relevant certifications.

SWaM certification is free and offers several benefits, including access to the Commonwealth’s SWaM Set-Aside Program and reduced eVA fees.

DBHDS does not solicit or accept donations, gifts, grants, or contracts without the Governor’s written approval. Exceptions must be authorized by written guidelines from the Governor that allow the solicitation and acceptance of non-general funds. Thank you for your understanding and support.
